When building a parcel fabric in ArcGIS 10.4.1 for Desktop, if the coordinate geometry (COGO) in attributes have the option 'Merge connected lines at points where there is no bend' toggled on, some parcels are interpreted as unbent and are lost when building.

Duplicate of BUG-000098700: Fixed in the next release of the software

Workaround

Disable the option to 'Merge connected lines at points where there is no bend.' within the Parcel Editor > Options > Advanced tab.
