Additional Information
Increase unique value limitation to 300000 in ArcMap
Workaround
Navigate to main menu Geoprocessing > Geoprocessing Options and make sure the Enable option is checked under Background Processing. Now run the Combinatorial Or tool; it works fine whether the output is a FGDB raster or a GRID.
