Workaround

1. In ArcMap, add two new fields to the Beaverton_Record and Tigard_Record feature classes respectively. (For the new fields, make sure the fields have the same properties as the UNITPREFIX field in Beaverton and UNIT_TYPE field in Tigard.)2. Using the Field Calculator, update the new fields by adding all UNITPREFIX values in the new field of Beaverton and all UNIT_TYPE values in the new field of Tigard.3. Run the Append (Data Management) tool using the new fields in the field mapping settings, and the new field values are mapped correctly.
