When attempting to toggle on the overview map frame in an ArcIMS Java standard Viewer, no map appears in the overview frame, instead just a blank white space appears.

The ArcIMS Java Standard Viewer does not allow for any options other than the map service to be set. The ArcIMS Java Custom Viewer and ArcIMS HTML Viewer does allow you to set up the different properties of the web application, such as the overview map display.When working through Designer, because the ArcIMS Java Standard Viewer doesn't allow you to setup the overview map, the overview map will not have any services displayed in it until you right-click on a layer in the Table of Contents and choose to Use in Overview Map.Once you make this choice through the right-click menu, the overview map will display a map.Steps to Reproduce
