Additional Information
Due to the tool parameter changes, the originally provided input parameters may no longer work for a different version of the tool, as this issue indicates. Even if the publishing process does let the tool publish as-is, the tool eventually fails to run as a geoprocessing service. As a result, publishing to a compatible ArcGIS Enterprise version from ArcGIS Pro is highly recommended, especially when there is a tool change, either the number of parameters or the data type and underlying logic of existing parameters. Workaround
