Bug
When attempting to publish a layer on a specific geodatabase that includes a specific parcel fabric, the attempt fails with the following error message, "ERROR 001270: Consolidating the data failed".

Additional Information
The development team has considered the issue or request and concluded it will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.Workaround
1) Open ArcMap (do not open the existing MXD yet).
2) In the Catalog pane, connect to the geodatabase.
3) Open the existing MXD from within ArcMap using File > Open.
Publish should succeed each time.
