When attempting to launch the ArcGIS Data Interoperability extension for ArcGIS Pro, the launch fails, and the following error message is returned: "Error: FME license system failure: License dependency check failed. This FME Suite license is dependent on another license, which is not available".

The team decided to do nothing on this issue because the variable was user owned. The knowledge article will be updated and add this as another cause and provide the workaround, refer to the notes above.

Workaround

Set the user environment variable in Windows. Changing the environmental variable ESRI_SOFTWARE_CLASS to a higher level if the license type exists. Navigate to System Properties, Advanced and Environmental Variables. In this case the ESRI_SOFTWARE_CLASS was set to Viewer, and changing the class to Standard allowed Data Interoperability to open.
