When attempting to add a secure feature service layer to a web map in the ArcGIS Online Map Viewer using the 'Add layer from URL' option, the error message, "Service does not exist or is inaccessible." is returned.

Workaround
Add the secured service as a content item and add the secured map service as a layer in ArcGIS Online Map Viewer by selecting Browse Layers.
Note: This is only applicable to some services.
