When attempting to add a secure feature service layer as a content item in ArcGIS Online Map Viewer using the 'URL' option, the error message, "Service does not exist or is inaccessible." is returned.

Workaround

Add the secure utility service to ArcGIS Online Map Viewer and then select the Save As option to create a content item.
