Workaround
Go to <a href="file:c:/Documents" target="_blank">c:\Documents</a> and Settings\UserName\Application Data\. Rename the ESRI folder. When ArcMap or ArcCatalog is opened the ESRI folder is recreated and the issue of the missing toolboxes is resolved.
