Bug
When ArcMap 10.2.1 installed on a machine belonging to domain A is trying to make an administrator/publisher connection to a federated ArcGIS Server 10.5.1 installed on a machine belonging to domain B, ArcMap fails with the error, "Proxy server got bad address from remote server(Verify the server is running)".
