Bug
When ArcGIS Web AppBuilder (WAB) is locally installed, the watch version in server/package.json file must be the version name like 'watch': '0.16.0'.

Workaround
The issue could be resolved by pointing the local version of watch as below:Old: "watch": "<a href="https://github.com/mikeal/watch" target="_blank">https://github.com/mikeal/watch</a>",New: "watch": "0.16.0".For example, to use the local install package of watch rather than trying to go to the GitHub repository.Steps to Reproduce
