Bug
When ArcGIS Server is configured to use Users and Roles from Active Directory and the system property of 'minutesToCacheUserRoles' is set to 0, adding or removing users from Active Directory groups incurs a delay of 25-50 minutes before the changes are reflected in ArcGIS Server Manager or Admin.

Workaround
- Revert to built-in users and roles and re-configure AD users and roles.
- This has the caveat of removing the configured role permissions (User/Publisher/Administrator) from AD roles.
- Log in with the user who is added (this does not update group removals, only additions).
- Wait 25-50 minutes and the membership resynchronizes.
