When ArcGIS Pro is installed on Windows Server 2019, a referenced map service published from the ArcGIS Pro instance to ArcGIS Server 11.4 does not honor definition queries applied to the source feature class.

This issue is not reproducible. If experiencing this behavior, contact Esri Support Services as a new reproduction case is needed to continue the investigation.Workaround
Install ArcGIS Pro on a Windows Server machine other than Windows Server 2019 (tested and confirmed on Windows Server 2022).
