When ArcGIS Hub Workspace is enabled for an ArcGIS Online account, publishing a Hub Site with logos enabled spins when attempting to access the Edit mode and does not display the Site in View mode.

This BUG has been resolved; however, further testing revealed an edge-case which impacts the editor only. This has been logged in BUG-000177133 for consideration.Workaround
Create the Hub Site when Workspace is disabled
