Bug
When ArcGIS for Server 10.2.2 is federated with Portal for ArcGIS, and upon using the Basic Viewer template to create a web application from a web map, toggling between the configure and application views produces a different display of the header that contains the 'Print button'.

Additional Information
Basic Viewer app loads menu buttons as they become available causing inconsistency. At 10.3.1 the Map Tools template is a recommended alternative.Steps to Reproduce
