Due to the Google Chrome browser limitations on the security aspects, there is no quick solution to fix the issue without bringing up more security risks for the Embed widget. As a workaround, a Chrome extension such as PDF Viewer.Workaround
Launch ArcGIS Experience Builder in a different web browser. For example, Microsoft Edge or Safari.
