Bug
When applying the Extent Hollow symbology to features in ArcGIS Pro and publishing them to ArcGIS Online, the pop-up functionality is only activated when the lines (outlines) of the features are selected in ArcGIS Online Map Viewer.

Additional Information
This is by design and is suggested to add a transparent Solid Fill symbol layer to the Extent Hollow symbol. The transparent fill layer is made to click on the fill to view popups in ArcGIS Online. If there is no fill, only the outline of the symbol is clickable.Workaround
Use a symbology other than the Extent Hollow symbology in ArcGIS Pro, or change the symbology in ArcGIS Online Map Viewer.
