When applying the export map operation to a cached map service published in ArcMap using the user's data sourced from an enterprise geodatabase hosted in SQL Server takes significantly longer than if sourced from a file geodatabase.

This issue is no longer reproducible on ArcGIS Enterprise 12.1.Workaround
- Publish the cached map service using a feature class stored in a file geodatabase.
- Publish using ArcGIS Pro.
NOTE: When using ArcGIS Server 10.6.1, the issue still persists when publishing from ArcGIS Pro or ArcMap.
