This issue will not be addressed within the current product support cycle. If the issue persists with map services published from ArcGIS Pro to a supported release of ArcGIS Enterprise, contact Esri Support Services.Workaround
Add the individual feature layers to a web map instead of adding the entire map service; an export request is sent to the entire map service, but a query request is sent to the individual layers.
