When an organization is first activated, it is not automatically assigned a helper service for analysis. The helper service for analysis is only set once an analysis is run through the map viewer.

A hosted layer must first be published. Once published, the user will be assigned to the data center.

Workaround

After activating the organization, run one of the Perform Analysis Tools such as Find Nearest.
