When an observer is placed on a terrain, the z-value is automatically set to 0 in the LineOfSight widget for ArcGIS API for JavaScript.

In the previous fix, the 'LineOfSightViewModel' targets' and observer location's z-values were returned in varying elevation modes (depending on whether the point was on the ground or above a geometry). With this fix, all z-values are returned as absolute values.Steps to Reproduce
