Bug
When an input is selected from the Contents pane, the Export Tile Cache geoprocessing tool returns the error "999999".

Additional Information
Issue is not Reproducible in 2.9. Cache gets exported successfully. Scales also show up when the layer is selected via the methods mentioned.Workaround
Instead of selecting input from the existing Contents pane, select the same layer or dataset from the folder connection option. The scale level list appears within the geoprocessing pane. Running this export tile cache will result in success.
