When an ArcGIS Server-based Web Map Service (WMS) layer is added to the Map Viewer, the 'Get Layers' button does not activate.

Additional Information

This is expected behavior within ArcGIS Enterprise and ArcGIS Online Map Viewers. If an OGC (WMS or WFS) service is added from an ArcGIS Server site, the Map Viewer application uses the ArcGIS Server service instead. As a workaround, add the WMS service URL as an item in the Enterprise portal - this adds the service as a WMS Layer item in the portal. When this item is added to the web map, it is added as a true WMS layer.
