Additional Information
ArcGIS Pro and Map Viewer have a defined web map specification for this. Web maps and layer items published from ArcGIS Pro have their respected grouped and merged values honored in the legend and the smart mapping panel. These can also be created in Map Viewer.

Workaround
Merge the values on the Visualization tab of the feature layer's item details page.
- Click Layers > Styles > Style options.
- Select the values to be grouped.
- Click Merge values.
- Click Done, and click Save to save the changes to the layer.
Note: Overwriting the layer from ArcGIS Pro will reset the symbology.
