Additional Information
The cloning of a site and page works as expected. In early January 2024, changes to routing are made which likely resolved this issue. For context, when a page is cloned along with the site, the custom slug is retained. For both the original and the cloned sites, the header navigation link is correctly routed to the custom slug as expected. Although each page is displayed as the same and use the same URL, the pages have different IDs which can be confirmed by the URL when editing the pages.
Workaround
Manually update the header links in the new cloned site to point to the correct (cloned) pages.
