When an ArcGIS for Server 10.4.1 machine is setup with the security protocol 'HTTP Only' enabled, a user is unable to join a ArcGIS for Server 10.4.1 machine to create a multiple-machine site until the user goes back to the primary machine and enable 'HTTP and HTTPS'.

Additional Information

This is as designed. ArcGIS Server passes tokens between the machines. Tokens should not be transmitted in clear text.

Workaround

1. Update the security protocol in server admin from 'HTTP only' to 'HTTP and HTTPS'.2. Join the site.3. Then change each site back to HTTP only.
