When an ArcGIS for Desktop installation is performed silently and the BLOCKADDINS parameter value is set to '3' (blocking installations of any add-ins not signed by Esri or installed from the administrator folder), the Address Coder toolbar with an .esriAddIn file cannot be installed when installing Esri Business Analyst Desktop 10.3.

Workaround

Copy the Address Coder Toolbar.esriAddIn file to the administrator folder. It is installed automatically the next time ArcGIS for Desktop is initialized. (Ignore the error given by the installer in the meantime as this workaround does not solve the error when the installation is performed silently.)

Alternatively, prior to executing an installation of Esri Business Analyst programmatically, the administrator can perform the following steps:

1. Set the system’s registry key to a value of 0, allowing the installation of all add-ins.

2. Perform the installation.

3. Change the registry key back to a value of 3 once the installation is completed.

This workaround avoids the error completely. This kind of logic needs to be integrated directly into the ESRI Business Analyst Desktop installer if add-ins are part of the install procedure.
