When an administrator owns a group with hidden members, the role of the user cannot be changed to another custom admin role with all the privileges.

This behavior is as designed. This action is blocked when a user owns a group with hidden members. To request a change to this behavior, contact Esri Support Services to submit an enhancement request along with a justification.Workaround
Change the ownership of the group to another administrator before changing the role, then change the ownership back to the user.
