Additional Information
This issue is occurring due to an error on older services where the X,Y geoJSON coordinates are flipped. ArcGIS Server has fixed this issue in previous releases (refer to BUG-000147004, BUG-000151930, and BUG-000137975), so updating to a more recent version of ArcGIS Enterprise solve the problem.
Workaround
- Add the layers to ArcGIS Online Map Viewer Classic. This stores the layer identifier information properly.
- Save the web map, and open the web map using Map Viewer.
- Copy the JSON details associated with the operational layers from the classically produced map to the new map.
The layers function as expected.
