Duplicate of BUG-000105009. Closing as duplicate to BUG-000105009. This issue is addressed in Portal for ArcGIS 10.5.1.

Workaround

Issue is fixed in Portal for ArcGIS 10.5.1. Upgrading the version fixes this issue.
