When adding some Web Feature Service (WFS) services using their URLs, ArcGIS Online appends the parameters incorrectly in the request for the resource.

The initial URL (https://open.govmap.gov.il/Proxy/proxy.ashx?http://govmap/geoserver/opendata/wfs) works when it is used to add a Web Map Service (WMS) server connection in ArcGIS Pro 2.5.
