When adding graphics to a GraphicsLayer.graphics collection to a layer in a 3D scene, the draw order does not honor the order of graphics in the collection.

The issue is not to be addressed.Workaround
- Use two symbol layers for each graphic. (For example: https://codepen.io/ralucanicola/pen/abWEGrx?editors=0010)
- Use multiple graphic layers.
