When adding features via the REST API addFeatures call, Lithuanian characters are corrupted in ArcGIS for Server 10.2.2 on Windows 2012 R2 with ArcGIS for INSPIRE Server Extension is installed.

This is fixed in 10.3.

Workaround

Remove the INSPIRE filter for predefined datasets.
