When adding an annotation layer with annotation classes to a map document, either before the associated feature class or on its own and publishing it to ArcGIS Server, the layer IDs at the REST endpoint may appear out of order.

Workaround

This needs to be done in ArcGIS Pro.

 1. Open the map or data frame's Property page.

 2. Check 'allow assignment of unique numeric IDs for map service publishing' on the General tab. Refer to this documentation https://pro.arcgis.com/en/pro-app/help/sharing/overview/introduction-to-sharing-web-layers.htm#ESRI_SECTION1_11B19A48477F49FDBD61038AE0B851B2 for more information.

 3. Open each layer's Property page (especially the ones with out of order IDs).

 4. Change the layer ID.

 5. Republish it.
