When adding a web map to ArcGIS StoryMaps, the labels of the basemaps are displayed as black rectangles or black squares.

This issue is addressed in ArcGIS Enterprise 11.4.Workaround
Exclude the Newspaper Map and the Navigation basemaps when changing the basemap in the web map.
