Bug
When adding a web map service (WMS) to ArcGIS Online via URL, if the spatial reference of the basemap does not match the spatial reference of the service, and the 'Use Esri vector basemaps in supported ArcGIS apps.' option under the organization settings is checked, the basemap automatically switches to a retired raster basemap.
