Bug
When adding a Web Feature Service (WFS) layer originating from a multi-layer Open Geospatial Consortium (OGC) WFS as an item in ArcGIS Enterprise Portal 11.3, a WFS item referencing the first layer of the WFS is created.

This issue is fixed in the ArcGIS Enterprise 11.5 release.Workaround
- Add the WFS URL directly in Map Viewer, manually selecting the desired layer.
- Add the WFS URL in Map Viewer Classic, and save the layer as an item in the Portal.
- Upgrade to ArcGIS Enterprise 11.5.
