When adding a MapServer to ArcGIS Online, if the MapServer has a combined Subject and Terms of Use greater than 2048 characters, it reports negative remaining characters in the ArcGIS Online new item Summary.

This issue is not reproducible anymore. If the issue persists on your side, contact Esri Support Services.Workaround
By shortening the Summary to 2048 characters while adding the WebServer to ArcGIS Online, the service will add without issue (aside from the part of the summary that was removed).
