When adding a layer in a map image service from an ArcGIS Server service to Portal for ArcGIS, the item is getting added as a feature layer instead of a map image layer.

This is an expected behavior. A FeatureLayer is a single layer that can be created from either a map service, or feature service according to Esri JavaScript API.
