When adding a group layer containing layers with Japanese names as a layer file or a layer package to ArcGIS Pro, some of the layers are missing under the group layer in the Contents pane.

The issue is not reproducible in ArcGIS Pro 2.7.Workaround
The issue is not reproducible if the name of the layers is in English.
