When accessing an OGC WMS 1.1.1, ArcGIS Collector sends a parameter ‘EXCEPTIONS=WMS’ when the parameters for OGC WMS 1.1.1 should be ‘EXCEPTIONS=application/vnd.ogc.se_xml’.
