Workaround
Access the workflow steps endpoint without the web adaptor:
- Using a Workflow Manager (Classic) service, access a job: https://gisserver.domain.com:6443/arcgis/services/<workflow-service>/WMServer/jobs/#
- Go to Child Resources: workflow.
- Go to Child Resources: steps.
- Steps are accessible as intended.
