In ArcGIS Online, hosted feature services have always stored data with millisecond precision, but until ArcGIS Pro 3.2, the millisecond values are ignored. ArcGIS Pro 3.2 reads and displays these millisecond values, so when exporting data using ArcGIS Pro 3.2, users get the full precision of the data.Workaround
Export from the item details page or export using ArcGIS Pro 3.1 or above.
