When a Web Map Tile Service (WMTS) service using WGS84 from a non-ArcGIS for Server WMTS server is added in Portal for ArcGIS Map Viewer, the map appears shifted from its original location.

Additional Information

This is expected behavior when working with datasets with different projections. The WMTS is projected in Web Mercator, and the reference points are projected into State Plane. To remove the shift either: -Project the reference points into Web Mercator and publish as a feature service using an appropriate transformation. -Set the map transformation to None, and publish the points as a map image layer. -Project the WMTS into a State Plane coordinate using an appropriate transformation.
