When a Web Map Tile Service (WMTS) includes a bounding box for EPSG:3857 which defines the first level of detail available as EPSG:3857:7, ArcGIS Pro attempts to load EPSG:3857:5 and/or EPSG:3857:6, which do not exist for the service.
