When a web app is created using the Interactive Legend template in ArcGIS Online, the app splash screen does not appear upon launching.

Additional Information
This is by design since the splash screen only shows what is considered a new session. Launching the app from the item page shows the splash screen correctly if the configuration panel has not been accessed, and this is what an end user of the app would experience.Steps to Reproduce
