Bug
When a task with an attached tactical summary report is created and assigned in ArcGIS Mission Manager, the submitted report does not link to the originating task, resulting in a missing task ID in the report pop-up and an empty 'report_url' field in the task attributes.

Additional Information
When a report is added to a task, the task and report have a loose association that is difficult to track. Their is a Task ID field in each report that is submitted along with a task, but it has a sequential numbering system where the task id field of the report is based on the order that the task it was assigned to falls in the queue. This can make it difficult to understand which report is related to which task.Steps to Reproduce
