When a silent install is run and DLLs do not self-register, the install fails, causing a rollback.

Additional Information

this is expected behavior. If the files do not register, it is a fatal error.

Workaround

Remove the aforementioned files from the self-registration portion of the installation, and register the files after the install is completed.
