When a second filter is added to a map image layer in Map Viewer, the previous filter is not retained in ArcGIS Dashboards.

Workaround
Instead of adding the full URL to the map image service, sublayer(s) added to the web map (such as '...MapServer/0') honor the layer filter in the dashboard map element, even when a filter action is configured.
